In East Central Africa many government authorities require churches and schools to have permanent roofs in order to be lawful. Even though church members are able to build the mud walls, the cost of a permanent roof, usually corrugated metal, can exceed $1000. Besides the legality, the metal roof provides better weather protection and gives the members and neighbors a sense of stability. One27 Ministries, Inc. has been able to direct funds to Rwanda for three churches and one school.
